Notice under The Local Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2012
On 17 March 2026 the County Council intends to hold a meeting of Lead Member for Economy where the following item will be considered: Adult Skills Fund: 2026/27 Grant allocation and delivery Arrangements.
The purpose of the item is:
The Department for Work and Pensions is inviting East Sussex County Council to oversee an additional allocation of Adult Skills Fund (ASF) to commission training in the academic year 2026/27. The Lead Member for Economy will consider approval to delegate authority to the Director of Communities, Economy and Transport to take any actions necessary in relation to the implementation of the additional ASF funds.
Under the requirements of Regulation 9 of The Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2021, the Council is required to give 28 days’ notice of a key decision identified within the scope of these regulations.
It is considered that the item referred to above would be a key decision and for the reasons of urgency set out below, compliance is considered impracticable, and an exception to Regulation 9 is therefore sought under Regulation 10 of the above Regulations. It is considered impracticable to comply with the requirements of The Authorities (Executive Arrangements) (Meetings and Access to Information) (England) Regulations 2021 because:.
Notification of the funding from government was received on the 12 February 2026 and an early decision is required by the Lead Member in order to provide sufficient time for due process to be undertaken in procuring services to meet the DfE’s required start date for the provision of Adult Learning for the 2027/28 academic year.
Accordingly, a copy of this notice shall be available pursuant to Regulation 5(6) for at least 5 clear days prior to 17 March 2026
